If we only have 17 reserve spots......why do teams have more than 17 picks? I know they got them via trade......do they just take the top 17 picks? So a team with two first round picks would pick twice in the first round and then take all their regular picks skipping round 17?

Bob, Yeah, pretty much. Teams may not use all of the Rotation Draft Picks they own because 1) they've got more than 17, or 2) they've kept a few M contract players on their Reserve List going into the Draft, so only have 13-14 spots to fill.
Along the way, teams can choose to skip any rounds they like. Some teams take a pass on the last couple of the .10-salary rounds because they want to target .05 and .02 players. Of course, you run the risk of the players you want not being available when you get to those picks. Other teams want the best players available, regardless of salary, so they burn through their picks and take a pass on some of the .02-salary rounds. Lots of strategy involved...
