Here's a quick recap of where the older threads stand at the moment: - No one strongly objects to losing the ability to make mid-week moves in response to MLB transactions, as long as we gain the ability to make free roster moves 2-3 times per week.
- No one has objected to owners making their own roster moves at Sportsline, though the topic has raised the issue of oversight/review of transactions. One suggestion has been for the EC to split responsibility for verifying the transactions for the other teams (each EC member would be responsible for 4 teams). Another option would be to revise/eliminate those rules that require oversight - we'd already be doing this to a large degree by eliminating mid-week moves.
- There has been considerable doubt expressed that Sportsline FAAB would meet our needs. One option currently under consideration is to still conduct the free agent auction via e-mailed bid, but to only require bids and corresponding releases to be submitted. Owners would then be responsible for shuffling their roster the following day.
- A couple opinions have been expressed on the number of days on which we should allow free roster moves and what those days should be. I've included that discussion below...
I think you should merge all three issues (multiple mid-week moves, owners entering their own moves & FAAB bidding) into one mega rules discussion since their all interrelated. My ideal solution would be 3 mid-week moves (Mon - Weds - Fri) with owners making their active/reserve moves themselves with EC supervision. I really liked Rich's suggestion to divvy up the league equally too. Yes, with Winter Waivers and the New Owner Search well underway, it is about time we start hammering out the details and start finalizing some of these rules. Combining the discussion of the roster move related rules is a good idea. My initial thought is that three transaction dates (Mon-Wed-Fri) plus a FAAB date is too much. Allowing free roster movement essentially every other day borders on the micromanagement of dailiy roster moves, and thats something the EC agreed we should try to steer clear of. I haven't had the time to sit down and really think this through in detail, but the thought I'd been toying with was FAAB-only on Sunday night and free roster moves on Monday and Thursday. Or maybe Friday instead of Thursday.

After doing a little more ponderation on this issue, here's what I think I'd like to propose regarding FAAB and transaction dates: - Eliminate mid-week moves
- Conduct FAAB via e-mail as we currently do
- Allow owner entry of transactions at Sportsline and permit free movement between active and reserve rosters twice a week
- Use Sportsline's transaction deadlines
Here's how I see a typical week working: 1) Free agent bids must be submitted by 3:00 PM Central time on Sunday. Bids would be sent via e-mail and must include a list of players to be released in the event the bids are successful. The e-mail does NOT need to include corresponding active/reserve moves. Contingency bids ("if I don't get X, bid .nn on Y") will be allowed, but contingency moves ("if I don't get X, activate Y") will NOT be allowed. 2) FAAB results will be posted on the Front Office blog ASAP after 3:00 PM Central on Sunday. Exactly when may vary a little bit depending on my schedule and other committments. 3) I will update the Sportsline rosters with the FAAB results ASAP after 3:00 PM Central on Sunday. Exactly when may vary a little bit depending on my schedule and other committments. Players acquired via FAAB will be placed on the Reserve List of the winning team (unless the player being released was on the active roster). 4) Anytime after the Sportsline rosters are updated and before 1/2 an hour prior to the scheduled start of the first game on Monday, owners may do any shuffling they want between their active and reserve rosters. This would include activating any players acquired via FAAB. These moves would be effective for Monday's games. 5) Anytime after the beginning of the first game on Thursday and 1/2 an hour prior to the scheduled start of the first game on Friday, owners may do any shuffling they want between their active and reserve rosters. These moves would be effective for Friday's games. 6) The cycle begins again on Sunday with FAAB and corresponding releases due by 3:00 PM Central time. A few notes on the above: - I chose to keep Sunday as FAAB day because I figured that would give owners the weekend to look at free agents and put bids together. I moved the deadline up to 3:00 from the current 6:00 to allow more time for FAAB results to be posted and Sportsline rosters updated. The earlier I get that done, the earlier everyone will be able to submit their moves for Monday. Not everyone has Internet access at work on Monday, so if I can get the FAAB stuff done by late Sunday afternoon, that will allow more time for people to do their other moves Sunday night if they want.
- Although contingency moves won't be allowed in the FAAB e-mails, you can still do them -- you'd just make them yourself after you find out if you've gotten the players you wanted.
- Typically players acquired via FAAB will be assigned to the Reserve Roster because it's usually a reserved player who gets cut. You can release an active player if you want, but in that case the player you're acquring would need to fit into his position on the roster and not put you over the salary cap.
- I chose Monday and Friday for the transaction effectivity dates because it seems like those are the most common days for a new series to start on the MLB schedule. Nearly every team always starts a new series each Friday. If a new series doesn't start on Monday, it's usually because it's an off day with the new series starting on Tuesday. There's no reason our transaction dates need to correspond to the start of a new series, but I thought it would allow us to take park effects info into consideration when making moves.
- It's important to note that while roster moves would be effective starting with games on Monday and Friday, you can actually submit the moves at Sportsline as early as anytime after the start of the first game on the day before. In other words, you don't have to wait until Friday morning to enter your moves (though you could if you'd want).
- I don't see any reason not to allow trades to be made effective any day of the week as we do now. I know Sportsline has some functionality where owners can propose trades to each other and, if accepted, will automatically update the rosters. I'm not sure exactly how all that works and what it would do with position eligibilities or salary cap issues, but we can look into it (does anyone have experience with this?). At a minimum, we can do it as we do now, with both teams submitting the trade to the League Secretary.
