Kind of related to the M-contract AL players discussion, how do we handle ex-college players who might have been drafted by an AL team, but are as yet unsigned? Are these players considered AL property and therefore ineligible for the Rotation Draft? Or, since they're not actually on an AL roster, can they be picked?

I vote that we DO NOT allow AL-property draftees to be selected in the Rotation Draft. In other words, I'd be in favor of a rewording of the Constitution from "No player on the roster or in the minor league organization of an American League team may be selected" to "No player owned or whose rights are owned by an American League team may be selected".
The only trick will be catching these guys when they're selected on Draft Day.

Again I agree with both of you.
As for catching it on Draft Day, it doesn't really matter. It's the owner's responsibility to know about the players they draft. If the League Secretary is made aware after the draft that the Rebels picked someone in the rotation round who's rights are owned by an AL team (at the time of the Draft), the Rebels lose that player.

I agree with Rich in terms of catching these on Draft Day.
EC Recommendation: Players who are AL-property (unsigned draftees, for example) are not eligible to be selected in the Rotation Draft. If such a player is mistakenly selected and the error is not discovered until later, the player will be automatically released and the owner will need to use FAAB or a waiver claim if they want to replace the player.
